Bad tech support and service

Cheap prices, panel is empty without any reboot restart option.
VPS is down for 3 weeks, ticked opened, 0 answer, they just closed it without any replay.
After payment i needed to ask support for login details, took my money and disappeared, wondering if claim my CC insurance.
